がっきゅうほうかい
Gakkyu hokai refers to situations in which the teacher is unable to keep order in the classroom due to frequent interruptions by children who cannot control their emotions or who wander in and out of the room at will. This phenomenon became the focus of media attention around 1997. The Ministry of Education, Culture, Sports, Science and Technology conducted a long-term survey on the problem, the final report for which was completed in May 2000. The phenomenon appears to be particularly pronounced in elementary schools, and the Ministry is responding with such measures as employing part-time student guidance support staff, etc.
